Associate Director of Fiscal and Tax Compliance, Human Resource Services Tracking Code 2737-254 Job Description Human Resource Services --at the-- University of Montana-- invites applications for an--accounting professional to join our team and serve as Associate Director of Fiscal and Tax Compliance . As the--Associate Director of Fiscal and Tax Compliance, you will oversee the accounting functions of payroll for the University of Montana campuses and affiliated campuses, including Montana Technical University, University of Montana Western, and Helena College. You will be responsible for overseeing compliance issues regarding federal and state regulations regarding accounting, and taxation. The University of Montana processes a minimum of 52 payrolls annually with approximately 11,000 W2s annually. During the 2019 calendar year, UM paid $201,716,890 in wages, plus $71,547,389 in employer-paid benefits. UM utilizes a payroll management system based on established rule codes that requires monitoring and regular reconciliation. Duties and Responsibilities:

  • Develop, implement, and ensure adherence to (1) generally accepted accounting principles and practices (GAAP); (2) IRS regulations regarding fringe benefit identification and taxation; and, (3) designing and implementing systems to capture this data on campus
  • Prepare fiscal year-end transaction entries, footnotes, accruals/deferrals, and leave liability report
  • Reconcile 100 different payroll liability accounts, ensuring all accounts are clearing as appropriate and that vendors are being paid
  • Ensure that mandatory tax deposits are being made accurately and on time
  • Quarterly and annual reporting for Federal and State agencies, including W2s, 1095s, 1042s, W2Gs, 941, 945, 1094, and related state reports
  • Develop tax agreements with other cities, counties, and state agencies for employees not working in Montana
  • Data entry, summary of data, processing, and verification of data from the Banner HR Module into the Finance Module
  • Identify, analyze, and correct data errors
  • Prepare specialized reports for UM and Affiliate users, regulatory agencies, and third parties
  • Approve, review and process manual checks for: EFT rejects, retroactive wage payments, and wage adjustments
  • Create edit reports in conjunction with the HR Business Analyst, as needed, to ensure the accurate transmittal of data from the Banner HR module to various external modules
  • Ensure UM and Affiliates comply with USCIS requirements for Employment Eligibility requirements through I-9 verification and E-Verify requirements
  • Review foreign national withholding compliance and tax reporting requirements
  • Supervise two 1.0 FTE classified staff members - Payroll Accountant & Payroll/Benefits Technician Required Skills
    • Full understanding of generally accepted accounting principles and methods
    • Demonstrated responsibility for complex, regulated, and time-sensitive functions
    • Ability to use computer technology, web applications, and related software with the ability to learn new software
    • Knowledge of supervisory practices and skills
    • Advanced oral, written, interpersonal, and presentation communication skills
    • Ability to be an effective team player and to work independently
    • Ability to quickly develop and maintain interpersonal relations with a diverse array of individuals within and outside of the university
    • Ability to meet and work under pressure of constant deadlines and conflicting priorities
    • Advanced problem-solving skills
    • Ability to read, comprehend, and interpret complex federal and state regulations and apply them appropriately and consistently
    • Ability and desire to quickly learn, grow, and develop work knowledge, skills and abilities regarding payroll compliance and employment regulations
    • Ability to maintain complete confidentially with all issues discussed and handled in the HRS office Position Details
      • Position is full-time, 1.0 FTE, Montana University System Contract and includes a comprehensive and competitive--benefits package --including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.
      • Salary for this position is $70,000 - 75,000 per year commensurate with qualifications Minimum Required Education and Experience
        • Bachelor's degree in Finance, Accounting, or a related field as well as a minimum of five (5) years of related experience in a large payroll environment; or an equivalent combination of education and experience to successfully carry out the duties of the position Preferred Qualifications
          • Experience with governmental accounting
          • Demonstrated experience with, or the ability to learn how to prepare, quarterly and annual reports for Federal and State agencies, including W2s, 1095s, 1042s, W2Gs, 941, 945, 1094, and related state reports
          • Knowledge and working experience with, or the ability to learn, payroll regulations of the IRS and various federal and state agencies
          • Use of, or the ability to learn to use, Access or SQL to prepare ad hoc reports for users as well as data review
          • High level of responsibility in a similar position
          • Advanced payroll experience including processing withheld taxes on a next day deposit cycle; compliance with various required and optional retirement systems; compliance with multiple union contracts; processing and reconciling self-funded worker's compensation and health insurance pools; processing garnishments, child support orders, tax levies, and wage assignments according to external regulations; and processing and reconciliation of payments to internal and external vendors About the Human Resources Department and UM The Human Resource Services Team partners with the University of Montana (UM) community and affiliated campuses by providing solutions and services to support the success of the UM mission.
