* Duties Summary This position is located in Region 1 on the Lolo
National Forest in Missoula, MT. This position is located on a
Forest Service unit and serves as the Fire Administrative Support
Assistant. The incumbent is responsible for administrative support
for procurement management, database management, budget services
and payment processes. For additional information about the duties

or Responsibilities o The responsibilities listed below are at the
full performance level. o Provides a broad scope of program
management administrative support duties for the local Fire
Management Program. o Serves as the administrative focal point for
training, incident qualifications, account management, procurement,
budget assistance, general incident business and administrative
support work. o Serves as a Level 1 Contracting Officer
Representative (COR) developing contract specifications and
administering contracts as needed. o Arranges and coordinates
training activities to include reviewing training requests for
completeness and eligibility, advising employees on status of
training requests, and following up with employees to ensure
understanding of training requests. o Gathers, reviews, and submits
completed nomination forms to the Southwest Zone Training
Coordinator. o Ensures employees are notified of training
acceptance. o Maintains individual fire training and assignment
records. o Serves as the technical expert to manage the Incident
Qualifications and Certification System (IQCS) databases for the
unit. Ensures employee?s qualifications are accurate and updated
annually. o Edits and prints employee qualification Red Cards
before forwarding them to the appropriate approving official.
Ensures that position task books are initiated and the training
requirements are met. Reviews all certified task books for
completion. o Maintains filing of all completed and certified task
books after verification. o Manages the Red Card Program by
updating and implementing program modifications. Oversees
districts? IQCS managers by providing expert advice in the use of
the IQCS programs. o Manages the IQCS programs by ensuring updates
to the programs are current and disseminated to the users. o Serves
as the organization?s focal point for coordination of all
procurement/purchasing activities for the fire program staff. o
Assists in the purchasing of supplies, materials and equipment for
the fire program, work projects and annual publication orders.
Maintains procurement files in accordance with federal regulations
and agency directives. o Provides budget assistance to include
tracking all supply expenditures charged to several accounts funded
by MIDC's interagency partners. Completing spreadsheets and checks
for accuracy of expenditures in each account. o Provides Incident
Business assistance to include examining and certifying eligibility
of ADs (casuals) for employment, maintaining files with current
hiring paperwork, contract information, fire qualifications,
timesheets, and fire assignments. o May serve as administrative
representative between the Forest, Incident Management Teams (IMT),
Buying Teams, and Incident Business Advisors assigned to fires on
the Forest. o Assists with ensuring incident payments and billings
are completed consistent with the Interagency Incident Business
Management Handbook and Forest Service appropriation law. o Travel
Required 25% or less - Occasional overnight travel may be required

Specialized_Experience_Requirement For_the_GS-06: You must have one
year specialized experience equivalent to the GS-05 grade level in
the Federal service. Specialized experience is defined as most of
the following: providing support and assistance processing a wide
variety of requisitions; reconciling purchases and maintaining
files in accordance with Federal regulations and agency directives;
processing incoming and outgoing mail; establishing and maintaining
the unit's files, accountable property inventories, records, etc.
(hardcopy and/or electronic format); and using automated software
to produce reports, correspondence and other written documents in
draft form. For_the_GS-07: You must have one year specialized
experience equivalent to the GS-06 grade level in the Federal
service. Specialized experience is defined as most of the
following: carrying out new systems or administrative processes to
meet unit needs; processing a wide variety of requisitions and
reconciling purchases; receiving and reviewing all formal/informal
incoming/outgoing correspondence for adherence to applicable laws,
rules, regulations and guidelines, proper format, grammar,
punctuation, etc.; using automated databases and software such as
Excel, IQCS or e-Isuite to produce reports and record information;
establishing and maintaining manual and electronic records and
filing systems; and producing written documentation, reports,
memos, etc., in final format. Experience refers to paid and unpaid
experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religious; spiritual;
community, student, social). Volunteer work helps build critical
competencies, knowledge, and skills and can provide valuable
training and experience that translates directly to paid
employment. You will receive credit for all qualifying experience,
including volunteer experience. TIME IN GRADE REQUIREMENT: If you
are a current federal employee in the General Schedule (GS) pay
plan and applying for a promotion opportunity, you must meet
time-in-grade (TIG) requirements of 52 weeks of service at the next
lower grade level in the normal line of progression for the
position being filled. This requirement must be met by the closing
