DEFINITION:
Specializes in advising and assisting Partnership Health Center
(PHC) with implementation of strategic goals, ensuring compliance
with County policies and contracts, and local, state and federal
employment laws. Plans, leads, directs and coordinates the
policies, activities, and staff of the PHC Human Resource
department.
REPRESENTATIVE EXAMPLES OF WORK:
Manages overall operations of the PHC Human Resources department;
sets priorities and facilitates planning for projects; supports and
supervises staff including hiring, scheduling, training and
development, performance management and employee relations, and may
provide input on the annual staffing budget. Compose and update PHC
HR principles of practice policies. Provides leadership and
expertise to develop a positive PHC workplace culture that fosters
diversity, inclusivity, improved services and a welcoming
environment for staff.
Advises supervisors on performance management practices,
progressive discipline steps, documentation Weingarten and Garrity
rights and on conducting investigations. Provides guidance to
supervisors on compliance with federal, state and local employment
law; county policies and collective bargaining agreements. Prepares
and reviews written warnings, counseling letters and performance
improvement plans. Participates in disciplinary meetings as
requested.
Assists divisions to evaluate staffing needs and to develop new
positions. Writes and updates job descriptions; maintains files of
job descriptions. Researches job and worker requirements, and
occupational trends. Participates in collective bargaining
process.
Conducts classification reviews, performs factor analysis in
accordance with classification system, performs internal and
external market comparisons and recommends pay grade assignment.
Provides required notices and documentation regarding pay grade
assignment. Calculates pay rates; educates supervisors and
employees on pay classification; assists in resolution of
classification and salary disputes. Analyzes and recommends
solutions for complex compensation issues.
Performs work to ensure that County hiring practices and procedures
support equal employment opportunity principles. Implements and
maintains processes to establish and execute effective recruitment
and selection procedures; identifies, develops, and trains staff on
evaluative tools, ex: effective recruitment and selection
procedures, development of interview standards/timelines, and
behavioral interviewing standards.
Designs, oversees and evaluates new employee onboarding and
mentoring processes. Collaborates with PHC team members to ensure
smooth onboarding of new providers, employees, students, and
volunteers.
Actively leads and oversees the assessment and development of
activities to improve staff engagement. Works with PHC Leadership
team to develop timelines and processes to address organizational
challenges addressed in surveys, develop strategic workforce plans
and to recognize achievements. Initiates engagement surveys and
identifies themes and trends provided to guide performance
improvement activities. Develops and manages budget for the
Employer of Choice (EOC) committee and approves expenditures.
Develops and plans leadership development initiatives and with
Senior Leadership team. Co-chairs combined leadership meetings;
designs leadership trainings and activities to increase
supervisor's knowledge base and capabilities. Assists with staff
engagement events.
Develops, maintains and oversees a performance evaluation system;
facilitates annual evaluations; solicits and provides feedback on
the use and effectiveness of the PHC performance evaluation system
and revises system as needed.
OTHER DUTIES:
Performs related work as required or directed.
Represents PHC on committees or as a department representative at
high level meetings with the County or with community members.
SUPERVISION RECEIVED: Works under the general direction of the PHC
Chief Executive Officer, and works closely with Missoula County
HR.
SUPERVISION EXERCISED: Provides direct supervision for the PHC HR
department.
WORKING RELATIONSHIPS: Works closely as part of a Human Resources
team with Missoula County HR staff. Has frequent contact with PHC
supervisors, leadership teams and employees at all levels. Has
regular contact with the Office of the County Attorney and PHC
Board Members. Has occasional contact with other government
agencies and officials, job applicants and the general public. Work
contact is primarily to provide information, advice, guidance and
expertise, and to provide leadership to resolve problems,
coordinate efforts, and mitigate risk exposure.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:
KNOWLEDGE: Thorough knowledge of how to evaluate and support
organizational culture, staff appreciation and workplace
engagement. Considerable knowledge of the staff and functions of
all PHC departments. Considerable knowledge of the principles and
practices of PHC corporate compliance. Thorough knowledge of
principles and practices of human resources administration.
Thorough knowledge of the Missoula County Human Resources Policies
and collective bargaining agreements. Thorough knowledge of
compensation practices and County pay rules and pay matrices.
Considerable knowledge of State and Federal employment and civil
rights laws including: Title VII of the federal civil rights act;
MT Human Rights Act, MT Wrongful Discharge Act, FLSA, ADA, ADEA,
FMLA. Considerable knowledge of principles and practices of job
analysis and development; performance management and discipline;
recruitment and selection. Considerable knowledge of the principles
and practices of staff supervision. Working knowledge of the
HRIS/payroll data base and information that can be accessed through
that database. Working knowledge of leave and benefits
administration, workers compensation benefits. Working knowledge of
the administration of collective bargaining agreements and state
and federal labor law. Working knowledge of the principles and
practices of HIPAA compliance.
SKILLS: Skill in use of personal computer (Microsoft Office: WORD,
Excel, Access), social media resources and internet resources.
Skill in the use of modern office technology ex: fax, scanner,
tele-conferencing.
ABILITIES: Ability to read, understand and convey to others
relatively complex government policy, law and regulation. Ability
to analyze problems and develop solutions. Ability to gather and
analyze information; prepare recommendations; and to convey
information in writing in a clear and organized manner. Ability to
develop and maintain cooperative working relationships and
contribute to a coordinated work team effort. Ability to plan and
carry out projects independently. Ability to work with a minimum of
supervision and manage multiple priorities. Ability to communicate
effectively in the English language, orally and in writing.
MINIMUM QUALIFICATIONS:
An equivalent combination of education and experience may be
considered.
EDUCATION: Bachelor's degree required. Degrees in a field such as
human resource management would be most appropriate. SHRM/PHR
certification is desired.
EXPERIENCE: Requires five years of work in human resource
management and three years supervisory experience. Experience in
employee engagement initiatives and working in a health care
setting is desired.
SPECIAL REQUIREMENTS: Requires immunizations or proof of immunity
to certain infectious diseases and a TB test. New employees will be
asked to volunteer vaccination status for required vaccines upon
hire and will be offered assistance during hiring to receive
necessary immunizations. Employees who have not received the
vaccines required for their positions or who are unwilling to
voluntarily provide vaccination status for required vaccines will
receive a reasonable accommodation where such accommodation does

PHYSICAL/ENVIRONMENTAL DEMANDS:The work requires little physical
activity and the employee commonly remains in an office setting.
Requires travel to all county facilities and to off-site meetings
that may be outside regular business hours. The work is performed
in a medical office setting and may expose the employee to
communicable diseases.
