Job Description:

DEFINITION This senior management position is responsible for the development and implementation of fund accounting standards and practices, cost analysis, financial reporting procedures and the exercise of overall financial control for the entire range of the agencies financial activity. ESSENTIAL DUTIES (The following are intended to illustrate typical duties; they are not meant to be all inclusive or restrictive) 1. Supports the agency's mission and philosophy and fully participates in agency's goals and objectives. 2. Analyzes and allocates resources to accomplish departmental and strategic objectives as expressed through the budget preparation process. 3. Analyzes financial information and prepares financial reports to determine or maintain record of assets, liabilities, profit and loss, or other financial activities within MAS, Inc. Analyzes operations, trends, costs, revenues, financial commitments, and obligations incurred, to project future revenues and expenses and makes recommendations. 4. Reports financial data to funding sources in compliance with grant requirements including via paper or electronic delivery methods. Periodic reporting requirements include, but are not limited to, Local Government, State of Montana, DPHHS, Department of Payment Management Systems, Grants.gov and the Corporation for National and Community Services egrant.cns.gov and all Fund Development Grants related to program outcomes. 5. Adapts accounting and record keeping functions to current technology of computerized accounting systems. Works closely with IT to implement technology improvements. 6. Directs appraisals, evaluations and inventories real property and equipment, technology equipment and records description, value, location, and other information. 7. Develops, maintains, analyzes and monitors agency wide budgets, and prepares periodic reports comparing budgeted costs to actual costs. Develops governmental budgets for program specific activities supported by Governmental funding sources. 8. Supports business and resource development through such activities as developing budgets and assisting with grant/proposal writing. 9. Develops and administers agency cost allocation plan to ensure equitable, consistent and replicable treatment for all General Administrative costs applied to programs. 10. Administers Governmental contracts, ensuring compliance with regulatory guidelines. 11. Reports finances of MAS, Inc. to management and Governing Board; advises about resource utilization and assumptions underlying budget forecasts. Prepares reports to meet management and departmental needs: prepares, analyzes interprets and summarizes data. 12. Manages department's fiscal affairs: Forecasts financial need; performs cost analysis and, in conjunction with the CEO, makes investment decisions for Board Designated Endowment and other investment activity. 13. Responsible for facilitating agency annual financial audit and IRS Tax Form 990 including, and not limited to, preparations, reports, schedules, analysis, confirmations. 14. Promotes appropriate internal controls, segregation of duties, checks and balances and cross-training opportunities between the CFO and Accountant positions. 15. Establishes and maintains cooperative working relationships with organizations and individuals. 16. As a member of the agency's management team, assists the Chief Executive Officer in planning, developing and coordinating the agency's operational activities and implementation of the strategic plan. 17. Models positive leadership: Fosters teamwork and collaboration; cultivates open communication; acts as a catalyst for change and continuous improvement; encourages and empowers others to achieve. 18. Financial Oversight of programs. Present recommendations for change to CEO to support sustainability. 19. Report on appropriate measurements established, maintained and monitored to support program/position effectiveness and achievement of strategic priority objectives. Measurements include: Process & Inputs, Activities & Outputs; Results & Outcomes; Value & Impact. 20. Provide effective and inspiring leadership, as well as stewardship as demonstrated by maintenance of agency reserves. Implement and lead a continuous quality improvement process for all areas of responsibility, focusing on systems/process improvement. 21. Other responsibilities, as agreed with the CEO People Management a. Accountant and accounting personnel. b. Interview, hire, train, motivate, and backup accounting staff. c. Assess the needs of self and staff for ongoing professional development training. d. Provides leadership and manages the work of others including performance appraisals, assignment of activities, training, coaching, recognition and discipline. Relationships a. Establishes and maintains cooperative working relationships within the agency and with outside organizations and individuals. b. Represents MAS in the community by attending and participating in meetings, events and programs, as appropriate. c. Authorized agency official for electronic governmental sites related to grants management. Member of the Management Team a. Communicate program needs, and progress toward goals to Management Team. b. Present issues for decision making to Management Team. c. Problem solve with members of the Management Team. d. Review policies and provides input into joint decision-making. Budget a. Responsible for budget planning process. b. Manages expenses within budget. c. Serves as main contact for Governing Board Financial Committee Support to Chief Executive Officer a. Assist with delegated duties as requested. b. Provide research and data as requested. SUPERVISION RECEIVED Works under the general direction of the agency's Chief Executive Officer SUPERVISION EXERCISED Direct supervision typically includes accounting support personnel. May supervise other paid or nonpaid positions as assigned. WORKING RELATIONSHIPS The work entails interacting with varied Missoula Aging Services employees as well as others such as representatives of the news media, diverse professionals, various government and private industry officials, staff and constituents of community-based organizations, community leaders and others in the general public. Work is performed within a team environment. WORKING CONDITIONS Work is typically performed in an office setting. PHYSICAL/MENTAL DEMANDS & WORKING CONDITIONS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee intermittently (less than 15% of the time) stands, bends or stoops, kneels or squats, works with arms above shoulders, and lifts or carries 5 to 25 pounds and pushes or pulls 5 to 60 pounds. The employee intermittently is exposed to driving on streets and wet and slippery conditions. The employee is required to occasionally (15% to 45% of the time) walk and distinguish colors. The employee must frequently (45% to 70% of the time) be able to sit and use clear distance vision (20+ ft.). The employee is required to continuously (over 70% of the time) be able to have full use of two hands, grasp or pinch, keyboard, use repetitive motion, use clear close vision (under 20 inches) and hear normal conversations and speak. The employee works alone occasionally (15% to 45% of the time). The employee continuously (more than 70% of the time) works with high attention to detail and frequent deadlines. The employee works in an office environment, free of excessive noise or other disagreeable elements; where temperature is regulated, with less than 10 degree Fahrenheit variation. QUALIFICATIONS Knowledge: Considerable knowledge of general management principles and practices. Considerable knowledge of economic and accounting principles and practices, and the analysis and reporting of financial data. Working knowledge of numbers and arithmetic operations. Working knowledge of administrative and clerical procedures and systems such as records management and purchasing. General knowledge of government accounting practices and standards. Skill: Considerable skill in general accounting, financial forecasting, budget preparation and financial monitoring. Demonstrated skill in fund accounting. Proven skill in organizing people and things. Considerable skill in leading and working with diverse groups and individuals. Demonstrated skill in personnel administration and supervision. Proven skill in the use of a personal computer and common software (e.g. Microsoft Word, Microsoft Outlook). Considerable interpersonal relations skill, including written and oral communication. Demonstrated skill in using computerized accounting software. Ability: Ability to work within a team concept using a prescribed approach. Ability to successfully interact with a wide range of individuals and organizations of diverse backgrounds and viewpoints. Education and Experience: The preferred knowledge, skills and abilities described above are typically acquired through a relevant bachelor's degree (e.g. accounting, finance, public administration, business administration, management) and five (5) years of progressively responsible management and accounting experience OR a suitable combination of education and experience. Certified Public Accountant preferred. This position will require a great amount of self-motivation, self-directedness and discipline. Must be able to work and perform under moderate to high pressure. A high level of organizational skill is necessary. Must be willing to assist other co-workers as needed without direction to do so. Teamwork and flexibility are essential to this position and to the company.
