Telework eligible Yes as determined by agency policy Duties Summary This position is located in Missoula, MT Serves as a full participant with the top management team for the assigned program area by working with the supervisors and managers to implement programs equivalent to Regional scope and significance for the management of forest resources. For additional information about the duties of this position, please email ****************************** Learn more about this agency Responsibilities Ensures the HR Specialists exercise delegated authority for position management, classification, labor relations and staffing in accordance with Office of Personnel Management (OPM), Forest Service and Department of Agriculture rules and regulations. Formulates and activates broad policies, program plans, and standards of personnel management for the unit. Consults with management in the formulation of major programs and policies, and gives expert advice and guidance on personnel aspects relating to the execution of technical and administrative programs. Responsible for planning, coordinating, and directing the development, operations, and evaluation phases of all personnel management program activities. As an authority in the field of human resources management, provides advice and assistance relative to the development of policies, plans, and programs. Analyzes special problem situations and prepares staff papers for management information and review. Works closely with line managers and staff in advising on recruitment and placement strategies, labor and management, classification and position management and other personnel matters. Develops, manages and carries out long-range plans and specific projects to accomplish local labor relations. Evaluates the program through consideration of operating officials' views, program information and analysis and statistical data. The HRO plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit?s work. Responsibility includes establishing and communicating guidelines and performance requirements to employees; conducting formal performance reviews; and identifying and providing for the developmental and training needs of employees. Specialized Experience Requirement You must have one year specialized experience equivalent to the GS-12 in the Federal service. Applicants must have one year of specialized experience is defined as assisting with the planning, developing, executing, supervising, and evaluating of human resources programs, in the areas of position classification, position management, labor relations, and/or recruitment and placement. Providing authoritative management advisory services related to position classification, position management, labor relations, and/or recruitment and placement, including researching laws/regulations, analyzing and evaluating issues, determining applicable precedents, and recommending methods and strategies to resolve interrelated human resources problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education This job does not have an education qualification requirement.
