Job Description:
Duties--- Serve as the Property Book Officer/Accountable Officer
with responsibility for overall management, direction, control and
supervision of the Property Book Office.--- Oversee the
administration and maintenance of Global Combat Support System-Army
(GCSS-Army) and related automated systems and operations.---
Establish and maintain hand receipts using GCSS-Army and meets
regulatory requirements for inventories.--- Ensure the update and
currency of hand receipts and audit trail records for all
accountable property and reconcile hand receipts with the property
book.--- Analyze and evaluate the Logistics Support for the
Installation.--- Provide installation property planning for unit
activations, deactivations, reorganizations and change of station
moves, both incoming and outgoing.--- Conduct research to determine
cause of inventory or hand receipt discrepancies and initiate
Financial Liability Investigation of Property Loss process and
removal of property from accountability as required and
authorized.--- Establish deadlines and priorities based on the
workflow, difficulty of the work, and capabilities of employees,
and policies set by higher levels of supervisionRequirements
Conditions of Employment--- This position requires the incumbent be
able to obtain and maintain a determination of eligibility for a
Secret security clearance or access for the duration of employmentA
background investigation and credit check are required.--- The
duties of this position require the incumbent to possess or obtain
and maintain a valid state Driver's License in one of the 50
U.Sstates or possessions to operate vehicles.--- This position has
a Temporary Duty (TDY) or business travel requirement of 20% of the
time.--- This position requires the incumbent to provide occasional
coverage on evenings, weekends, and/or holidays.--- Due to the
nature of this position, the incumbent will be required to work
overtime as mission dictates.--- Appointment to this position is
subject to a one year probationary period unless the appointee has
previously met the requirements as described in 5 CFR Part

document Specialized Experience: One year of specialized experience
which includes 1) Assisting in establishing and/or maintaining hand
receipts; 2) Conducting inventories of accountable property; 3)
Utilizing an automated property management system to maintain
accountability of property assets; and 4) Resolving property
management issuesThis definition of specialized experience is
typical of work performed at the second lower grade/level position
in the federal service (GS-09)-OR- Education: Ph.Dor equivalent
doctoral degree or 3 full years of progressively higher level
graduate education leading to such a degree in a field which
demonstrates the knowledge, skills, and abilities necessary to do
the work of the position, such as: Logistics Management, Supply
Chain Management, or another related field(Note: You must attach a
copy of your transcripts.) -OR- Combination of Education and
Experience: A combination of education and experience may be used
to qualify for this position as long as the computed percentage of
the requirements is at least 100%To compute the percentage of the
requirements, divide your total months of experience by 12Then
divide the total number of completed graduate semester hours (or
equivalent) beyond the second year (total graduate semester hours
minus 36) by 18Add the two percentages(Note: You must attach a copy
