Save Skills - Calculus - FSA Benefits - Health Insurance Duties Summary This position is located at the Northern Region, Region 1, Regional Office. The incumbent provides hydrology, watershed management, watershed improvement and riparian area management expertise, and technical guidance to ensure compliance with watershed management and water quality laws and regulations, principally the Clean Water Act (CWA). Responsibilities Duties listed are at the full performance level. Provides technical leadership, advice, and assistance for legal requirements pertaining to management of watersheds and water quality on National Forest System lands in a region. Serves as a technical expert on various aspects of the Clean Water Act (CWA) and other watershed management and water quality laws and regulations. Advises and assists with interpretation of general policy to cover unusual or complex problems or refers such questions to higher authority with specific recommendations. Reviews project plans and environmental documents involving complex or controversial issues to assess compliance with a wide range of applicable laws, regulations, and policy (e.g., NEPA, CWA) and makes recommendations for needed refinements. Works with a wide range of Federal, State, and local agencies and Forest Service Regional Office and Forest-level staff to develop and implement efficient and effective compliance strategies and programs. Works with other Regional staff to initiate, coordinate and evaluate assessments or studies related to the effects of forest and rangeland management practices on watersheds and water quality. Travel Required 25% or less - Travel is required for training and/or meetings. Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Education Requirement: Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. OR Combination of education and experience - course work as shown in A above, plus appropriate experience or itional education. Specialized Experience Requirement: For the GS-12:You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Maintaining liaison with entities external to the organization, and speaking for the organization on routine program issues. Conducting studies involving analysis of a number of complex variables for a well-defined area; or Planning and conducting evaluations of project or program operations, identifying problems and recommending efficiency or effectiveness improvements; or Researching and analyzing constantly changing or uncommon administrative or program issues; or Recommending new or modified work methods, organizational structures, management processes, or other procedures to resolve issues. For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Developing, modifying, and recommending plans, treatments and projects involving restoration of watershed areas; and/or Monitoring and evaluating results to ensure health conditions; or Planning, executing and reporting on original hydrologic studies to resolve novel or obscure problems; or Analyzing a variety of complex hydrological data; and developing technical standards, guidance, policies, and regulations to protect the environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan anding for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
