Job Description:

The Office of Research and Creative Scholarship (ORCS) invites applications for a part-time Budget Analyst II to work with a wide range of funds, both internal and external to ORCS. This position will work across campus with new faculty members receiving research start-up funds from ORCS. This position will provide counsel to faculty members in order to determine and develop complex multi-year budgets that incorporate personnel, operating costs, equipment, tuition waiver expenses, and administrative assessments. This position will initiate new index requests for faculty research start-up funds and establish new indices for the research start-up funds; perform monthly review of research start-up funds, provide faculty members and/or their staff support with quarterly reports including inception-to-date financial data and the incumbent will also field inquiries regarding the appropriateness of expenditures and the financial status of funds. This position is responsible for tracking and reporting of allocation activity for ORCS; creating new workbooks to track inception-to-date financial allocations and to project future allocations predicated upon prior year activity; reviewing reports in order to track spending and identify savings; maintaining data integrity through complex reconciliations to UM Data Warehouse and Banner. This position is responsible for coordinating with the appropriate party and assist in preparing, reviewing, and submitting employment contacts to Human Resource Services; tracking contract end dates and ensuring employee contracts are in place prior to the expiration of the current contract. This position is responsible for completing the cashiering process for the Office of Research and Sponsored Programs (ORSP). Incoming payments may be in the form of a wire, inter-unit journal voucher, UM Foundation fund notification, credit card transaction, check, or a mixed payment that includes multiple payment types. This position will follow unique processes for identifying all ORSP payments, claiming and receiving the payments, determining which grants should receive the payments, and processing the payments. This position is also responsible for performing salary and benefits calculations and processing payroll when the ORCS Administrative Associate is out of the office. This position will also assist in other budget processes and with fiscal year-end processes. This position is responsible for determining the appropriateness of the transaction based on the fund-type, budget- availability, confirming appropriate approval for expenditures, and tracking of expenditures related to allocations from ORCS. This position requires the incumbent to develop a working knowledge of University specific software and systems such as Banner (University financial system), UMDW (University of MT Data Warehouse), GrizMart (purchasing, procurement), U-Approve (approvals for journal vouchers, cost transfers, and RPT's), and GrizTime Online (student and staff payroll system). This position also requires the incumbent to develop a working knowledge of related University, State, and Federal policies, procedures, and guidelines. This position will also require the incumbent to develop a working knowledge and proficiency with the software systems used for deposit entry, and develop strong and positive working relationships with sponsors and individuals in the Treasury and Business Service offices. Required Skills * Proficient in Microsoft Outlook, Word, Excel, and Access; * Fundamental knowledge of Generally Accepted Accounting Principles (GAAP); * Working knowledge of budget planning, development, and reconciliation; * Experience in tracking actual costs and providing expense projections relative to budgets; * Experience or knowledge of payroll processes and the ability to calculate salary, benefits, and insurance; * Experience working with multiple funds and ability to discern the appropriateness of expenditures; * Familiarity with classifying various types of revenue and expenditures; * Must have strong attention to detail and the ability to perform financial work with accuracy; * Ability to work efficiently and independently to achieve goals; * Strong planning and time management skills, along with the ability to meet deadlines; * Adaptability to change and capacity to meet challenges and learn new skills; * Must have a positive and constructive attitude and the ability to interact patiently and respectfully with co-workers; * Ability to establish effective working relationships with students, staff, faculty, and administration; * Strong verbal and written communication skills; * Knowledge of standard office practices and procedures including business English, spelling, grammar, punctuation, and composition. Minimum Required Experience * Experience to perform at this level is typically acquired with a high school diploma (or equivalency) in addition to two (2) years of closely related experience, or any combination of experience and education that would provide the competencies necessary to successfully handle the duties and responsibilities assigned to the position. Preferred Qualifications * Experience processing payroll along with experience in calculating benefits and insurance associated with compensation; * Experience in developing and maintaining Excel workbooks, including pivot tables; * Experience in tracking actual costs and providing expense projections relative to budgets; * Demonstrated knowledge of sound budget management practices and procedures; * Knowledge of University policy, procedures, and guidelines related to fiscal and human resource practices; * Knowledge of University and State cash management policies, procedures, and guidelines; * Experience with Banner, UMDW, GrizMart, U-Approve, and GrizTime Online (GTO). Salary: $17.876/hr ? Current employee's rate of pay for this position will be determined by the staff compensation plan and may be different from the posted salary.
